There is logic behind that choice.

Crack is very bad for you, and you can overdose easiely on heroin and cocaine that you inject, i.e in the form of speedballs.
Those drugs are also VERY addictive, unlike weed which has almost no phisical withdrawl symptons whereas heroin has intense feelings of discomfort and pain, leaving a person bedridden for a few days. That initial feeling soon passes but then you are left with the mental side of withdrawl symptons which are 'i need that fuckin hit of crack' and shit like that.

With weed its like, shit i need some weed for the first couple of days, there are barely no noticable physical effects and then if you try hard you can cut weed, but because weed isnt a very addictive drug anyway not many people even get to that stage.

Put it this way also.
Crack and shit like that are very easy to become dependant on, this includes tobaco, whereas marijuana isnt a very addictive drug, and any credibal scientific evidence will prove this.
I can also back that up ( although this isnt a fair representation) that i have smoked weed several times, and i feel absolutly NO wanting to get high again, even the next day i wasnt like 'fuck i wana go get wasted again' i was just chill.

There are a few reasons on my opinion.

If you can't trust the government when it comes to regulating most drugs, why do you trust it to regulate the worst of drugs? The legality of those drugs would lower the price, there would be less chance of overdosing from a stronger drug, and addiction can be solved much easier if its legal and you can openly say "Im addicted to heroin."
