I think it was considered to be the "most horrifying" by them due to the conditions in which it took place. Those events that you mentioned were in the wartime period. Losses were expected to be suffered. The 9/11 attack on the other hand, was a daring unprecedented move happening to modern America.
The losses are not what counts. It is the shock and surprise that such an act of violence could still happen which makes it horrifying.
