Most dynamic IPs are like 12.345.12.XX only the last digits changes. So will that still protect you?

I'd say yes, as long as you don't do things like: log out/disconnect internet, clear cookies, log into next account, transfer, log out/disconnect, clear cookies, log back in 1st account, etc. lol

And, obviously, keep all account information/details different between the accounts.

Yeaps.. My ISP also provides dynamic IP.
Just reset the modem and get a new IP.
It will not make your account related to each other by IP so it'll avoid chain freezing.
