This entirely depends on whether or not you have a dynamic or static. If you have a dynamic (changing) I.P. you don't have to unplug for four hours, a simple 15 second unplug will work, and I think if you have a static I.P. you're stuck with that I.P. until you ask to have it changed or you switch ISPs.
