Sorry if I sound like a n00b but I have spent a hour trying to find what rep power is.
I know the admin has 10 and most everyone else has 0 what is it and how do you get it?

GPoints: 229 Rep Power: 10 | Not most everyone else. Just new users. Anyway, it determines how much "reputation" you gain, or lose, when someone adds rep or subtracts it.
