-sigh- How can I use programs under a proxy?

Alright well, on Neo I'm IP banned.
Meaning I can't log into any programs either.
I can't change my IP since I am under a non-admin account on my computer, and the fact I'm using a router and I dunno where it is.
Someone recommended I use sockscap, and I tried, but everytime I try to connect, it says Connection to SOCKS server refused or timed out.
Does anyone know either:
How I can fix this?
Or any other program I can use to run programs under a proxy?

Orrrrrrrr! Can someone upload their WORKING settings for that program?

Google TOR, download TOR, install TOR, run it, and use TOR button with Firefox. It's really easy to use.

That would be for the browser, not the program. Most programs don't have proxy support.

Yeah, that's what I was going to say.
I also tried the program Proxy Firewall, made the rule to connect the program with a proxy, but it doesn't work o_o

You can't unless it has proxy support, most of the lateset abers and trainers have this function.
