If you're on XP I would suggest using this tool:

After opening it choose a option that is "Optimized" or something along those lines..
As for the error I read around and concluded this when speed testing:
- Try different regions, your ISP might not like certain IP Locations
- Dont use a accelerator
- Dont have a Torrent app open
