The event started today. No items are available yet though, but it's just lick with Halloween. Find the snowflakes. Oh yay.

I"ll post the clues, the item, NPC's, where they are hiding, And snowflake count for each item.

Can't remember the clue, but to get the item, go to the memorable threads forums, and click on the summer carnival subforum, the npc is at the bottom. You'll need 10 snowflakes for this.

Keo - Snowflakes have been out for a day now. xD They are still 10 flakes and are found in your profile

Tanarif - The Snowflakes would be the best item to hoard right now
