Signatures?

Is there a post count or rep requirement before being allowed to use a signature?
I cant seem to make one, its giving me an error saying i have to use less than 77 characters including bb code, yet the sig im putting in is 59 characters long.. Is it a glitch?

Im trying to put that into my signature, its a link to a guide on here. I shortened the url with tiny url yet it still goes over a limit, yet its less than 77 characters D:
I put in the *'s to show what its not letting me put in (posting the bbcode without the *s makes it just a link even in the code box..

I don't think non-underground members can have the url bb code in their signatures..

I mean, you can have "http://tinyurl.com/yazrq4a", but we can't put it between the url tags.

Yeah new users can't use BB code.
I remember not being able to use it when I was new.
