how do you open a program that windows is denying you access too?

i keep getting a pop-up message that says windows has found this potentially harmful.
to help protect your computer, widows has blocked this file.


its an aber someone on Sd gave me, anyway for me to open it?
is it actually a virus or something?

Try turning off your firewall for a few seconds to open it?

how do you do that?
i turned off the windows one, but mcafee is still there...

FAIL

and try CTRL + ALT + DELETE and go to processes and click on the Firewall's name and click end process, it wont fuck anything up,

and then if it STILL says that then idk wat to do,

try using virusscan.jotti.org or w.e the link is and scan ur file.

SD is down. if the program is SD authed then its not goin to work.
and the potentially harmful part you can unblock it to unzip it

rightclick on ZIP>properties>unblock>OK

and when I took down the wall I got that message again.
