Step one, never approach, make distance eye contact, if she does not make initial eye contact, walk by, brush up beside her, or walk into her line of view and turn to look at her, ensure you crack a cute smile.

Step two, show some interest, but not too much, if you're with a group of friends, break eye contact with her to talk to your friends, and pay attention to see if she looks back, and then make eye contact again. By now you should pick up some body language, so without saying a word, send her some signals back, the way you have your arms, if you look at the ground, lick your lips, etc. Are all form of body language.

You'll know exactly when to approach, because it'll be apparent that she wants you too if she hasn't already. Start with the simple "hey, *smile, light laughter* how's it going?" Don't say something stupid like, "I couldn't keep my eyes off of you, or DAMN GIRL U LOOKING FINE"
