an IP changer for all ips static/not static!
this changes your ip no matter what! on some vista computers it may not work, but it should.
1 quick note: i did not make this, a friend of mine from a warez forum did,his name is : SkullBoy i have full permission to post this.

I was reffering to the program itself. I suppose a proxy just makes it look like you have a different one, but this changes it?

exactly, with very few isps it wont work, but on my static ip it changed it, as shown in the screenshot
