Most likely a combination of Cinema 4D and Photoshop, notice the lowered opacity splatter brushes for one? Then there's the lightning brushes. Unfamiliar with Cinema 4D and what it's capable of I assume it lacks lightning brushes and splatter brushes and if capable of creating them would not have the same look given from ones used in photoshop.

C4D, probably 3 kinds there specific wireframes, effects and well the body. Lots of sharpening.

Look at Page Ranking and look for Kris's pack she has tutorials for such things.
