I've been playing around with a lot of styles recently, this is a nice one that I'll share with you
Create a new document, mine's 125x250 but you can have what ever size you want.
Fill the background with black.

Create a new layer, call this
Brushing, Start brushing black and white with Grunge Brushes until you get something like to below:

Now, go to Filter > Stylize > Diffuse and select
Anisotropic and hit enter. You should now have something simmilar to below:

Create a new Hue/Saturation Adjustment Layer (Layers pallet, on the bottom row, the middle button (black and white circle)), apply the following settings:
You should now have something like this:

It's not looking bad, but we want to make it look better.
Duplicate the
Brushing layer. Go to Filter > Pixelate > Mosaic, set cell size to 8 and hit enter.
After this, I went to Filter > Sharpen > Sharpen More - you may prefer the unsharpened version though, so it's up to you.
Now, erase some parts of this layer with a soft brush, and set it to
Overlay.
I now have this:
