It's actually very simple it just takes a little time to get it right.
Note: This tutorial will only work with PhotoShop CS2+, saying that - older versions have simmilar tools.

First, open up a photo.

Get the Patch Tool (J), draw roughly around the eye, you might want to try this a few times to get a nice selection:

Still using the patch tool, click and hold in the center of the eye and drag the selection onto a blank piece of skin (cheeks are perfect).
Let go of the mouse button and it will map the skin over the eye.
Pretty neat eh?

Repeat this for the other eye.
Clean it up a little with the Burn and Dodge Tools (O).
And you're done!
