First start off with a new Canvas, as big / small as you want.
Create the text and center it:
Once that is done go to add effects by double clicking the layer.
Once you are finished with that duplicate your text and rotate it if you would like reflective text.
Make sure you take off any effect(s) that you did and drag the left side past the right like this:
Click the Duplicated layer for effects / options.
Set its opacity to as low / high as you want, but I used 4%.
Create a new layer and drag it above the blank area, but below the text layers.
Make sure you have the brushes downloaded, if not scroll down and get them from the link.
Once you have the brushes + the new layer created hide the first layer (The all white one)
Go to your brush tool, (B) on the keyboard I think.
If you have to upload the wings still go to the arrow in the top right, and go down and click load brushes.
Set it to any diameter you feel comfortable with.
Once you put the wings on it should all be finished.
